Modular social welfare functions:
• emerge naturally when disentangling time and inequality;
• transparently capture normative choices;
• include almost all existing criteria;
• uncover new, tractable families of alternative criteria.

NB: Our results also hold for individual preferences!

We introduce and axiomatically characterize "modular" social welfare functions, uniquely identified by:

• A time-discounting function (reflecting attitudes toward time); and

• An aggregator function (capturing attitudes toward inequality).

WP alert (with @frikknesje.bsky.social): papers.ssrn.com/sol3/papers....

How to evaluate policies affecting future generations?

Time and inequality attitudes are essential.

By disentangling these attitudes, we better understand tradeoffs and unveil plenty of tractable criteria.
