If you subtract the amortized cost of "luxury" amenities, you do not get affordable housing. The new private housing is never going to be affordable housing without subsidies, but new private housing does lower the price of older private housing. Filtering is real and well documented.

"Luxury apartments" is a marketing term. Almost the entire price of these apartments is construction labor and land costs. Granite counter tops and new appliances aren't the reason why they aren't expensive.
