I think you need both. When you have built up a buffer to avoid a hiatus (PAX, life events, etc) we get Lookouts arcs, Nightlight forays, and all manner of goodies.

No it isn't. Switching to a single insurer would simply shuffle all the back-end workers from insurance companies to medicare/medicaid. The only people who lose are billionaires.
