Highway code is just recommendation to give way ( slowing down usually works). A zebra would presumably add teeth.

It was advisory - so rules for taking action didn't apply.
The "government will follow..." Stuff was intended to get sensible people who ignored the whole show out to vote. Sadly not enough did.

Guessing that drivers who do burn fossil fuels pay more tax. Yes, fuel duty should be restored and increased with inflation.

Can you get TfL to fund longer schemes - they seem to go for unconnected bits and pieces. At least a plan for a connected route should be required.

24 hour bus lanes should be standard; there’s no point in increasing road capacity outside of the busy times a bus lane is needed. You might as well make them active all the time by default, then there’s no confusion. If it’s to allow parking - tough. There should be no parking on a bus corridor.
