using the avalance tm on my sneasel i accidentally taught Surf then evolving it at exactly level 49 to get the most optimal palette of dogshit options

And then also train up the mon you can already only catch near the end of the game all the way from level 1. It really is that simple.

Looked it up and to get a better ice type move on Weavile in DP, you need to
•use a heart scale to teach Ice Punch to a male Medicham
•breed that with a female Buneary (or Lopunny) and hatch a male Buneary knowing Ice Punch
•breed that male Buneary with a female Sneasel (or Weavile)
•use a heart scale to teach Ice Punch to a male Medicham
•breed that with a female Buneary (or Lopunny) and hatch a male Buneary knowing Ice Punch
•breed that male Buneary with a female Sneasel (or Weavile)

Looked it up and to get a better ice type move on Weavile in DP, you need to
•use a heart scale to teach Ice Punch to a male Medicham
•breed that with a female Buneary (or Lopunny) and hatch a male Buneary knowing Ice Punch

Additionally, if you are playing Diamond or Pearl and want another easy to obtain physical Ice move on Weavile, due to the lack of move tutors your only option would be the Avalanche TM. The "negative prio move on a frail and fast attacker" strategy will surely work out if you believe in it.
