Retroactive registration cannot fulfill the Legislature’s clear intent: that disclosures occur in real time, so the public can evaluate lobbying influences as they occur, not days, weeks, or months (or in Jeremy Aguero's case, years) after decisions have been made.

In terms of impact to CCSD, the decreased revenue to the state caused by AB5 means a loss of over $20M/year in support from the Education Fund through the funding formula. CCSD may be the sole beneficiary of Pre-K funds, but like every other Nevada district, CCSD will lose funding with AB5's passage
