They're finding out more information as it gets used about things like how long it actually protects against shingles. So one consideration is not giving it to people so early that it stops protecting them at the age where they're most likely to need it.

IIRC, the age for getting Shingrix used to be higher, and was lowered to 50 after further testing re: safety/effectiveness. So it's like the reverse of the HPV vaccine, where they've kept raising the age availability as they test effectiveness in older groups of patients.

Shingrix is a pretty new vaccine (2017). My understanding is that, typically, new vaccines are FDA-approved first for the group most in need of them (the group they would first be tested on), and in this case that would be older adults.
