One thing I remember from David Wingrove’s Chung Kuo series is a sci-fi world in which eyewitness accounts are the pre-eminent form of judicial evidence, because recorded video evidence is too easy to fabricate or alter.

Honestly what this really sounds like it would work as is a stage play.
The zombies and the world outside the Waffle House are never shown. Camera angles never focus on the windows. Outside events are mostly relayed by people reading things out loud off their phone until someone tells them to shut up, or related by someone stumbling in from outside.

Energy cost can be concentrated in one person or divided amongst the gaming table. When it is concentrated in one person (a GM/DM) they don't have to check in with other people so much... meaning that overall energy cost for the game is lower even though one person bears it alone.
