Because to most Americans, Canada is just a huge amorphous blob sitting on top of the US. They don’t trouble themselves to learn anything about us, like the fact that we have ten provinces and three territories. If one provincial government does something, then the whole country does it
One of the weirdest things about this is the conflation of Doug Ford, or even Ontario, with "Canada". There's nothing wrong with the video (and the tariff would not be justified even if there were anything wrong with it) but also "Canada" didn't do the video!
