Does the New Yorker no longer have editors? You don't "meet the bar." You clear the bar. There's a physical metaphor at work here, and it involves jumping over something.

It really is a horrifically perverse irony of this invasion that the communities that have borne the worst of the Russian campaigns of utter massacre and destruction have been those that ~15 years ago were among the most Russophile communities in Ukraine.
