If you consider the actual flows, none of it goes to any kind of programs. All spending is new currency being issued. Taxation is collecting existing currency and sending it to the incinderator.

Wholly the wrong framing. Your taxes paid for _nothing_. All spending by a currency issuing government is new money. Taxes only fund lower levels of regional and municipal government.
