It appears the #COP30 presidency tried to pull a Baku – ignoring calls for the floor when adopting a decision to force a delegation’s hand and/or allow them to save face – and it was taken badly by a number of parties.
Shots fired #COP30 plenary

PANAMA: "Mr. President, Panama is extremely disappointed. We were promised a transparent process. That is not what we're seeing. I raise my flag and you ignore it. I raise a point of order, and you ignore it. I sustain it, and it can be ignored."

🆕 UNILATERAL TRADE MEASURES #COP30

After fighting for inclusion on COP agendas in Dubai, Baku and Belém, climate-related trade measures are on the verge of having their big moment on the cover of COP30 climate talks.

It's day 11 of #COP30 and it's the second dawn without a new text.

Looks to be another fairly quiet day today until we get that draft text.
It's day 10 of #COP30 and several media are reporting more than 80 countries support a roadmap for transitioning away from fossil fuels.

Meanwhile, we're waiting on new text that was promised to drop this morning...
It's day 9 of #COP30 and there are several new texts out overnight. Let's dive in...

Regarding Turkey hosting #COP31 and Australia presiding
This is a first. Usually host and president are the same country. The only exceptions are Fiji /Bonn (2017) and Chile /Madrid (2019) but for very different reasons.

Bill Gates, Tony Blair, CFR are rethinking climate change in the Trump era: more "realistically." Can we dismiss this trend or do we need to understand what it means global climate politics? 🧵

Many new draft decision texts were released overnight at #COP30, including a draft “Global Mutirão” decision

The Presidency pushed Parties to wrap up, but consultations Tuesday showed little sign of progress

More sessions were scheduled until midnight

Brazil’s #COP30 presidency has been keen to provide space for discussions beyond the formal agenda (package one), defusing the risk of a prolonged agenda fight and paving the way for something akin to a cover decision.
COP president André Corrêa do Lago floats the possibility of "two packages" at #COP30:
- one for finance, trade measures, transparency and 1.5C in consultations: "four themes that are very important to COP"
- package for the "main COP themes", including adaptation, fair or just transition.

#COP30 will address climate & trade-restrictive measures. Debate among gov'ts if #ParisAgreement is the appropriate institution, or if @wto.org is better suited.

This is an opportunity to shift forums & reduce the load of overburdened #UNFCCC. Trade is the new frontier of climate policy.

#COP30 AGENDA FIGHT: Battle looms over which issues to discuss at COP30 (an "agenda fight")

Proposed late additions to agenda:

* trade
* finance
* deforestation
* ambition
* reporting

Hence, now on 4th version of agenda (!)

This must be resolved before negotiations begin 🧵

This is interesting.

The EU’s #CBAM has become a key point of contention in #UNFCCC talks (see bsky.app/profile/mjfe...).

Brazil is now essentially proposing a bad bank to offload this discussion, so that it won’t hamper #COP30.

Novel use of ye olde yet-another-forum.
