After a difficult morning of flared tempers, delegates took a break.

While there is some progress in the rules of procedure, many called it "an illusion," since the main issues are unresolved.

A motion to use UNEA rules to speed up progress has sparked debate.

The goal is to set up a functional @unep.org science-policy panel for chemicals, waste & pollution

Working Group 2, by contrast, made swift progress, reaching agreement on all workplans for 2026-27

At #ISPCWP1, delegates elected a "partial Bureau," without a member from the Eastern European region, and continued their work to achieve the minimum set of procedural decisions needed for the Panel to operate

Negotiators are prioritizing "the essentials" to get the @unep.org science-policy panel for chemicals, waste & pollution up & running.

They are focusing now on the Bureau's membership & operation, and decision-making rules.

To a large extent, discussions at #IPBES12 consist of a back-and-forth between Member States of @ipbes.net and experts involved in preparing whichever document is under consideration

Several delegations emphasized coherence in delivering on objectives, as recommended in the mid-term review, esp. considering resource constraints
