I’m guessing starting it would mean year 1 is just new drivers and so on - until you have the whole 18 and under set there. We also denote it on the license. You get a big “graduated drivers license” slapped on it. And it’s vertical. Graduated comes off at 18 and you get your horizontal at 21 lol

We have had graduated drivers licenses in Michigan for decades. You can get your learners permit at 15. From 16 to 18, there are restrictions on driving certain hours minus allowed activities and on teen passengers. 18 = no restrictions. In practice, it’s only enforced if you’re pulled over.
