First, it wasn't a yes or no question. Secondly, no, Tsarist Russia was not a superpower by anyone's definition. Controlling a huge swath of territory does not make a nation a superpower, else Canada would be a superpower. Third, of those only Britain was ever considered a superpower.

The international space station cost, over its entire lifetime, about 150 billion, or just under twice the amount zuck pissed up a wall for his shitty second life clone. A modern U.S. navy nuclear aircraft carrier costs about 13 billion. 77 billion with this little to show for it is comical.

the issue isn't that it wasn't profitable, it's that it wasn't useful. They went to work and made nothing with utility or artistic value. Their labor was wasted on a billionaire's folly.
