I did monitor the resource usage during the lag though. CPU, HDD, and network were doing fuck all during that time so idk what it was waiting on. Software transcoding should've been pegging the CPU but it wasn't.

I enabled hardware transcoding. Didn't think the server had it because it doesn't have a discrete GPU, but it turns out that basically every Intel CPU ever made since 2011 supports hardware accelerated video transcoding.
