I think talk about Starmer has often been: "good at govt but bad at comms" but the *primary* problem seems to be that he's bad at govt: indecision, poor personnel choices, inflexible. Therefore his comms are bad not because he has a whiny voice but because he's communicating stodge, not vision.
Oddly I think he does believe that he's doing this, but he's very bad at it. Recall the speech he gave after Trump's Greenland rant - probably he believed it was explaining the UK's strategic position. But it just ended up seeming to be a restatement of the status quo.
