A "normal" administration would just feign sadness for a few days, say they'll investigate, and let the guy off in a few months once most people stop paying attention. And you know what? That works. Sadly, it does. I've seen so many deaths treated this way.

I have zero empathy for this murderer, and I don't believe he was scared at all. I believe he put himself in front of that vehicle to have a pretense for using force, and he got it.
It may be a factor. I would say it has more to do with the fact that he is likely hypervigilant and sort of afraid after being involved with another vehicle last year where he was actually injured. He completely overreacted.

When I watch the video of the gestapo agent in Minneapolis, what I see is that stood in front of that car plotting his use of the “she tried to hit me” excuse. He then *leaned over the hood* of the car to make the shot APPEAR to come from the front. I believe he premeditated the murder.
