I see that the CiC of the 2nd best army in Ukraine is not only being welcomed and treated as a peer, but that for all we know, he also gets to dictate the conditions of armistice. And that's not getting into the EU stuff.

Well, if you have enough WASHTA, you can be connected to the right people in the right NGO and ask them yourself (preferably done at one of those team-building-event-slash-security-trainings the paper-pushers love to attend).

This is of course universal, and not specific to Syria (Libya is a better example AFAIK, the fall of the regime is naturally more interesting and complex than "Idlib takes over, done"): an uncomfortable truth for diplomats and policy wonks is that in these situations, power wears Adidas, not Armani.
