To help westerners understand what Syrian detainees mean by "overcrowded", this is a cell from Airforce Security at Mazzeh Airport.

The number on the piece of paper isn't the cell number, it's the number of detainees in the cell.

Ask an Arabic speaker what the number_s_ are.
