This implies an actions=consequences logic train that has not previously been demonstrated by, nor effectively happened to, the subjects of the first sentence.
I think we're at a point where Trump's inner-circle know that they'll lose Congress in a year and Trump is fairly confident that whatever has been ailing him will kill him before he has to leave office. We're deep into Mad King territory as no one attached to his admin has anything left to lose.

These articles always frame this on people beating the subway fare. According to this article fare evasion is~1/3rd of the MTA's $1B loss. Subway scofflaws aren't the majority of that 1/3.

Meanwhile, what about the ~2/3 of a $B lost to drivers who cover their license plates to not pay tolls?
