LLMs give people with delusional belief systems a way to organise those beliefs. The model fills in gaps, supplies connective tissue, and wraps the madness in formal language.

Did this report consider that a significant portion of military manufacturers are forced to operate at a loss, and banks are forced to give these companies loans that are unfavorable to the banks?

Interesting idea. With a total defence starting point instead of a transactional. Then, multi dimensional resilience and resistance from all parts of society as the goal. May require creative holistic solutions for how to develop, coordinate and deliver those capabilities. With more communal trust.
