They can ignore today's protests but they don't know if the next one will be the tipping point so this forces them to recalibrate.

It is hard to predict when the disinterested will become interested and suddenly we have a new political frame. Both people in power and experienced opposition know this.

So, every little bit of resistance, demonstration, creates a little bit of friction and hesitation in what they might do.
