Bovino is just the patsy - a noxious and odious fall guy. Stephen Miller is the architect and prime mover of the whole thing. Everything they do is at his direction - often after his threats. As long as he runs policy in the WH, nothing will change no matter how many Bovinos come and go.

BTW he's not the only one. Early on, heard WAY too many Dem consultants and others not want to oppose the Fed surge in DC because "people want safety" even as they knew damned well where this was all heading. So they advised against standing up to all this "too soon." Politically AND Morally stupid.
