Starting Gradle 9.1 Gradle properties no longer invalidate cc if they are only used as properties to a task without being read during the configuration phase.

Just device tests. JVM tests have not invalidated CC for a while from --tests changes.

Effectively, tools on the build classpath can go to Java 17 as that's what Gradle 9.0.0 requires now.

Gradle separates the build classpath from the application classpath. Compose compiler plugin goes to build classpath which generally can use a much higher version of java because it just runs on your machine in a JDK, whereas the application classpath is turned into Dex and runs on Android.

A big reason for the current conservative release strategy is the fact that our libraries are used by nearly all Android apps and the cost of a mistake is very high. In com.android.support days we did not do this and it made x.x.0 versions very buggy, most waited for x.x.1 or x.x.2 before adopting.
