OK OK "drains the oceans" is hyperbole. "Destroys the water sources relied on by entire communities" is more accurate.

My (US) town encrypted their police traffic several years ago and it annoyed me so much. I used to always know what was going on!

(I don't think it was - that's not how I read the vignette and that would be a lot to ask of a traumatized child and his family - but who knows).

That's glib, but the reality is we need our management structures to protect it for us. We can do everything right to protect ourselves, and if we work in a power structure that is willing to sacrifice our mental health, sacrificed it will be.
