The closest real-world analogue I can find is the UK Chief Scientific Adviser for National Security, Professor Danielle George CBE, PhD. Director GCHQ Anne Keast-Butler calls her "Professor George." I reckon if she didn't have a Professorship, she would be "Dr George," as she has an Engineering PhD.
