I think in a ideal world yes, but I don’t share your optimism on how it would go *right now*

I think the year before an election is when you can start campaigning and tell people “look we promised we’d try it and it doesn’t work - you are feeling the effects - let’s change course”

The evidence from last time suggests this wouldn’t happen. False promises on the side of buses, bendy bananas and don’t forget all the lies in the media. No, you can’t have a prolonged debate etc when one side is so unserious. They would just lie again and we’d be back to square one

I think he would need to do that nearer the election so that he has a mandate. I think campaigning for it now would only throw a lifeline to reform whose only headlines at the moment are crumbling council administrations. They would love nothing more than a fight over Brexit.
