I disagree with your assessment of why this happened, but no matter the motive for doing it, the U was locked out and the negotiations were secret from them while the subject deeply impacted the U and the whole state. Of the three, only the U had a critical public mission to guard.

If the U of M had not been locked out of the secret negotiation it would not have been kept a secret from the UofM.

The U of M was locked out of the negotiation between Fairview and UMP. It makes sense for Pres Cunningham to try to get input before public statements hardened positions even further.
