This is because the warp is surrounded by "monster blocking" tiles, which Sparky can't cross. But he *can* get close enough (within 4 tiles) that the warp will pull him in along with you. When you warp back, he will be stuck.

You *can* softlock yourself with Sparky using warps, though. In board 13 "Red Bricks", if Sparky follows you into a warp, in the secret room, he'll get stuck and you can't complete the level.

Level 20 is the only level that Sparky can actually fall down a hole. Sparky is coded as a "monster", and monsters can only fall down static holes, not walking holes. The only episode 2 levels with static holes are 14 and 20, and in 14, the static holes are protected by "monster blocking" tiles.

In Ken's Labyrinth, during the second episode (levels 11-20), you are followed by your dog Sparky, and in these levels, if Sparky is not nearby when you touch the stairs, you can't go to the next level. However, level 20 plays a cutscene to end the level and doesn't check for Sparky.
