Let me rule it out for you. Voting Rights Act of 1965, Section 11(b) as well as 18 U.S.C. § 594 make it a federal crime to use intimidation, threats, or coercion to prevent people from voting.

The Voting Rights Act does not require proven intent, meaning ICE agents can be arrested for showing up.
