I wanted to write a story about how public universities discussed the proposed federal compact in private. But public universities are resistant to turning over public records, ignoring deadlines and fighting to keep documents private.

—Princeton quietly got some of its frozen grants restored this summer.
—Cornell prez says total funds affected was $250M, not more than $1B
—As of Oct. 17, Northwestern was struggling to get the Feds to negotiate.
