This came shortly after amusement parks and venues reopened and larger gatherings were allowed again after being banned the entire summer.

A summer that could have been used to build the testing infrastructure that was soon needed again.

I know many will say that Sweden never locked down. But Sweden introduced stricter, mandatory measures in panic in the fall of 2020, including closing libraries, public museums, gyms, and swimming pools, and limiting private gatherings to eight people, etc.
