I think it could also help to simplify pricing overall for these programs. MR works to get employers to sign up for these programs and if the price structure were simpler I think more businesses would sign up.

I mostly agree with this take, but really small businesses can also get ORCA passport with as few as 5 employees. It would be cool if this policy changed for larger companies but not small businesses.
