I build a theory inductively thru case studies of Nicaragua & Iran after their 1979 revolutions, showing how revolutionaries prioritize threats based on whether old regime forces were defeated & disintegrated (Nicaragua) or persisted (Iran) & whether there are preexisting rebel rivals at victory
