I do think the idea that by-right incremental (~'you can 3x the units anywhere, always') could build faster and better at regional scale is worth engaging. But local control is no way to do the politics/law.

Alright, not best practice but the default model says this SoCal Regional HSR route is profitable at 22.0% and good for me, personally. Realistically the costs are higher than model (tho the route is inland).
