One guess from previous work is that the bottom income decile can often be a bit odd as people with visible low income can have odd situations (eg low income, high assets). Could be that - or could be something else!

Also great that some mayors have said they would use the power and some have said they won’t - the whole point of devolving power is that each place can think about what works best.
