A lot of it, from what I've seen, is more from Gates aligning himself with deniers (Lomberg most prominently, who is a close associate) than nitpicking the development angle.

I imagine many people at the time thought so - but I do think the history shows the government didn’t particularly plan for it. And now we all get to live with it. (Though as a Canadian in Japan, rather distantly)
