Paywalled article, but the gist is that California needs to bind its own gerrymandering to the national map, such that it will respond in kind to gerrymandering elsewhere, and only then. This would make Texas's redistricting inherently self-defeating.

@adamsmith.house.gov this is welcome, but ironically passive given you advocate for the US taking the lead. Even prominent Israelis are going much further, advocating for concrete action, including sanctions and a halt to arms sales, to push the Israeli government to ending its war.
