It's more about starting a negotiation with an anchoring bid, but yes, that dynamic is why the EU-UK relationship will continue to be very scratchy.

Well, sin taxes need to be set at a sensible rate, or you might as well ban the sin entirely.

The potential benefits are more than 15 times lower than membership. So it is not a goer to demand a gross contribution four times lower than if the UK were a member.
