It is definitely contentious and as I understand it, there's been some pushback against the "transformation" narrative. But I think the most convincing argument is that the fall was uneven. There were areas where it truly was a collapse (e.g. Britain) but other places had relative continuity.

During the last diplomatic opening, Trump was praised for walking away because "no deal is better than a bad deal." But that was clearly wrong - the DPRK's program has continued to advance and now we have even less leverage than before.
