A couple of things that could help this;
1) Reverse Trump's cancellation of permits for new solar and wind projects.
2) Loosen net metering rules for rooftop solar, which have been rigged for the utility monopolies over the past few years.

This is a huge failure of Conservative policy, not tech.
Electric bills are up 11% this year, and shutoffs are spiking across the country.
