The problem with Prop 13 vis-a-vis the state budget isn't just that it cratered property tax revenue, either. It's that a budget so heavily dependent on taxing income and financial asset wealth is inherently volatile. We have a system designed to make long term fiscal planning extremely difficult.

The reality is there was a primary. No serious challenger ran in it because the incumbent president had signaled he would run for a second term. Not sure what else the nebulous "they" you invoke should have done in these circumstances.
