AF1 is not the only militarized version of the 747. The E-4B has IFR capability. Granted that's like 4 actual aircraft so I'm sure they don't have any actual hardware lying around on the shelf, but my point is that this wouldn't have to be engineered from first principles. It's a solved problem.

That was part of the price cut on the 2 that are being refurb'd to AF1 standards. They were originally going to support IFR but when Trump said he'd slashed $1B from the program that was one of the things Boeing had to cut to appease him. www.twz.com/14199/the-ne...

1. 747s are old and there aren't many left. Airplanes are already expensive, that makes it worse.
2. This is a custom job being converted to the mother of all custom jobs.
3. There are also nat'l security implications, which are never cheap.

I remember asking Wil Wheaton at the first PAX East how he managed to smile and stay personable for so many hours at a stretch.
