ICE could very easily sign up on Mastodon's flagship server, and cause a ruckus there too. The admins of that server could try banning them, but then how would the full weight of the US government respond?
Possible outcomes:
- a DNS block
- stripping the non-profit status

For all of it's "API decentralization" it's still acting like one giant centralized server, which makes it politically difficult to ban the account (just like Twitter)
On Mastodon, any reasonable server would just ban the account. Done. Easy.
