fwiw that wasn't true. many of the years of steep losses came when they didn't even make the mandated payments.

should note here that the Constitution does not mandate a postal service, but only grants Congress a power to establish it.
And sure, we could amend the Constitution to explicitly turn it into a service in the future. Only speaking of the now.
