I think that North South spine should be a grade separated Metro tbh. However, if we had to build it on surface, it absolutely must have dedicated right of way. Would require taking away an entire lane of parking on Charles and St. Paul... I can only imagine the political feasibility of doing that.

I do want to emphasize that we shouldn't simply bring back the streetcars. They had their flaws which is partially why they went away. We'd want to incorporate modern best practices such as dedicated right of way and transit signal priority where possible.

The lengthy commute reflects heavy reliance on vehicles, with less than 5% of Maryland commuters using public transit (compared to NY's 22%). The density of job centers in the DC/Baltimore region and cross-county driving are key factors fueling the state's congestion crisis.
