Per-capita recession may be a statistical artifact?

This paper by former StatCan statistician suggests that most of the recent GDP/capita decline is due to the increase in international students, many of whom don't work or work PT.

Deflation being bad because people will postpone purchases is almost certainly a myth.

For example: tech industry has been in permanent deflation since inception and it's doing fantastically.
