In general: most 🇪🇺 governments do help while are crticable for not doing more, earlier. Spain is no exception to this, and isolated quotes are often misleading.

John Trump's abuse of the presidential pardon is really something else.

I mean, in its origin it was it was a splendid acknowledgment that any human justice system will be unjust over time. It was an act of institutional humility.
