Exactly. I was living in Pentagon City when HQ2 was coming up, and it turned out to be pretty underwhelming. I guess that should have been an indicator.

That's the thing. Bezos isn't local. He's not a journalist. Selling primarily books a million years ago isn't remotely close. It was prestige, so why not run it like prestige? It's not like it needs to be profitable. He'd rather let it burn.
